In order to develop the Bachelor's Degree Program in Law at Urgench State University named after Abu Rayhan Beruni, establish a modern system of legal education, ensure the integration of legal scholarship and practice, and train highly qualified and competitive legal professionals, the Bachelor's Degree Program in Law was established within the Faculty of Social and Economic Sciences pursuant to Order No. 126 of the Rector of the University dated August 30, 2023.

To ensure the effective operation of this academic program, organize the educational process in accordance with modern standards, and systematically implement educational, methodological, research, and spiritual and educational activities, an independent Department of Law was established. Ulugbek Kuzibayevich Hajiyev, Doctor of Philosophy (PhD) in Law, was appointed as the Head of the Department.

The primary mission of the Department of Law is to educate highly qualified legal professionals who meet the needs of the state and society, possess a high level of legal culture, contemporary knowledge, and professional competencies, demonstrate a thorough understanding of national and international legal norms, and are capable of making independent decisions in legal practice in accordance with the Development Strategy of New Uzbekistan, the Constitution of the Republic of Uzbekistan, and the current legislation.

Medium- and Long-Term Development Plans of the Department

The Department's medium- and long-term development plans include:

  • enhancing the quality of legal education under the Bachelor's Degree Program in Law to meet international standards;
  • establishing Master's degree programs in Law and, subsequently, Doctor of Philosophy (PhD) programs in legal studies;
  • expanding joint academic programs and academic mobility with higher education institutions in the Republic of Uzbekistan and abroad;
  • gradually introducing new academic disciplines into the curriculum, including Legal Tech, Digital Law, Artificial Intelligence Law, Cyber Law, and International Commercial Law;
  • establishing a Legal Clinic and developing a system for providing free legal assistance to the public;
  • strengthening students' competencies in foreign languages, including Legal English;
  • increasing the number of research publications by faculty members in prestigious international journals indexed in Scopus and Web of Science;
  • further strengthening strategic cooperation with government agencies, judicial and legal institutions, and private sector organizations;
  • developing digital learning platforms, an electronic library, and virtual legal laboratories;
  • transforming the Department into one of the leading academic and research centers in the Republic of Uzbekistan in the fields of legal education and legal research.
