for awarding and paying scholarships

to students of higher educational institutions

This Instruction was developed in pursuance of paragraph 3 of the Resolution of the Cabinet of Ministers of the Republic of Uzbekistan dated August 17, 2001 No 344 "On the procedure and amount of scholarships for students of higher education institutions" and Higher Education determines the order of appointment and payment of scholarships to students of institutions.

1. The following concepts are used in this Instruction:

Scholarships - for full-time students of higher education institutions on state grants and on a paid - contract basis, with good attendance (except for foreign students), other payments provided by the legislation of the Republic of Uzbekistan regardless of the monthly cash benefit (pension) to be paid.

The scholarship is paid in order to motivate students to acquire in-depth professional knowledge and increase attendance, to create the necessary conditions for further improving the quality of training;

Scholarship Commission - Deans of faculties for one academic year under the chairmanship of the Vice-Rector for Academic Affairs for the appointment of scholarships for students in higher education institutions (in higher education institutions where the dean of the faculty is not provided at the bachelor's level a commission consisting of representatives of trade unions and youth organizations, academic groups, accounting and approved by the rector of the higher education institution (acting person); (Paragraph in the edition of the Resolution of the Ministry of Education and Science of the Republic of Uzbekistan, registered on 19.08.2016 No. 1339-5) (See the previous edition)

Rating control - attestation tests of knowledge and skills of students in the subjects included in the state educational standards in the higher education institution;

An adult student is a student who does not have an academic debt based on the results of the rating control for the previous academic semester.

2. Scholarships are categorized according to the level of student attendance.

3. From September 1, 2001, the basic amount of scholarships in higher education institutions is determined using the stratified coefficients depending on the attendance of students:

  • The highest rating scores (86-100%) are 1.0;
  • High rating scores (71-85%) - 0.75;
  • The average rating score (55-70%) is 0.5.

The amount of scholarships depending on the type of higher education institution and the category of students is given in the appendix to this Instruction.

4. The amount of scholarships for first-year undergraduate and graduate students studying on state grants and on a paid contract basis is determined by applying a coefficient of 0.5 from the basic amount of the scholarship in the first semester. Scholarships for the second and subsequent semesters are awarded based on the student's attendance (rating) using differentiated ratios.

5. Scholarships for advanced students are awarded twice a year, and the scholarship is paid from the first day of each semester. Scholarships for undergraduate students at Tashkent State Law University are awarded twice a year, and scholarships are paid on the first day of each semester after the announcement of the final results. 6. Scholarships are awarded to advanced students by the Scholarship Commission in the following order:

The basis for determining the actual rating of the student in all subjects of the academic semester are the records on the rating control or the student's rating book, filled in the prescribed manner, which are equally valid.

A student who scores 86-100 percent of the highest in each subject during the semester will receive a scholarship with a coefficient of 1.0.

A student with a maximum score of 71-85% in each subject during the semester will receive a stipend of 0.75.

A student with a maximum score of 55-70% in one or more subjects during the academic semester will receive a stipend of 0.5.

The list of students recommended by the scholarship commission for the payment of scholarships is approved by the order of the rector of the higher education institution (acting person). 7. According to the results of the rating control for the academic semester, students of higher education institutions who have an academic debt (less than 55% in one or more subjects) for unjustified reasons will be deprived of the right to receive a scholarship from the first day of the month of study.

Scholarships are awarded to students who have paid off their academic debt in the prescribed manner (accumulated 55 and more percent in the relevant subjects) from the 1st day of the month following the expiration of the academic debt, using differentiated coefficients depending on the student's attendance (rating) case is appointed until the next academic semester. (Paragraph in the edition of the Resolution of the Ministry of Education and Science of the Republic of Uzbekistan, registered by the Law of the Republic of Uzbekistan dated 30.06.2015 No. 1339-4) (See the previous edition).

Did not eliminate the academic debt within a month provided for re-learning, transferred to the next semester (course) of theoretical training in the manner prescribed by law, and then eliminated the academic debt (55 and more in the relevant disciplines). Scholarships for students of Tashkent State Law University are awarded from the first day of the month following the cancellation of the academic debt, until the end of the academic semester, when the academic debt is eliminated, using differentiated coefficients depending on the student's mastering (rating) . 8. Students who have an academic debt due to illness or other valid reasons confirmed by the relevant documents shall not be deprived of a scholarship until they have repaid their academic debts within the period prescribed by law. Students of Tashkent State Law University who have not passed any rating control for a valid reason, will be paid a scholarship for the period provided to academic debtors for retraining if they successfully pass the rating control.

9. Students are entitled to scholarships during the internships and vacations provided for in the curriculum.

10. Scholarships are awarded to retired students on a general basis.

11. Scholarships are not paid to students during academic holidays.

Upon the student's return from academic leave, the scholarship payment will be resumed at the previous amount until the end of the current academic semester.

12. When students who were previously expelled from a higher education institution at the initiative of the administration are reinstated, the scholarship for this academic semester is awarded using a coefficient of 0.5 from the basic amount of the scholarship.

13. Scholarships for students for the period of maternity leave are paid in full within the period prescribed by law.

If the pregnancy occurred during the academic leave, the academic leave must be terminated and the maternity leave must be formalized upon submission of a single certificate of temporary incapacity for work.

Scholarships are paid in full to female students who have children under the age of 2 and continue their education on a full-time basis. Scholarships are not paid until the child is 2 years old and on parental leave.

Childcare allowance is paid until the child reaches the age of 2 in the manner prescribed by law.

14. Scholarships are awarded to students who have been transferred from one higher education institution (faculty) to another in the prescribed manner, as well as from part-time to full-time education, based on the results of rating control, after eliminating differences in curricula.

In the absence of academic debt, the scholarship is determined by the results of the rating control of the previous educational institution, specified in the academic certificate (rating book) and from the moment of enrollment in the new educational institution by the rector of the higher education institution (his on the basis of the order of the person performing the duties). Scholarships are paid to students during the summer holidays by the Higher Education Institutions where they studied prior to their transfer.

15. In accordance with Article 256 of the Labor Code of the Republic of Uzbekistan, part-time students studying in the last year of higher education institutions on state grants are not paid for the preparation of materials for graduation in the amount of thirty calendar days. language is given. During the holiday period, students are enrolled on a general scholarship basis.

16. The rector of the higher education institution (acting person) on the recommendation of the Board of Trustees and Academic Councils to talented and active students in the public life within the framework of the approved scholarship fund of the higher education institution for the relevant year. has the right to determine the individual scholarships of the educational institution. The amount of the individual scholarship of a higher education student is set at 10% more than the scholarship of the student with the highest score on the rating control. 17. In the 2002-2003 academic year, the value of the scholarship fund for teaching one student per year was determined taking into account the monthly stipend paid using a stratified coefficient of 1.0. From the 2003-2004 academic year, the amount of the scholarship fund is calculated taking into account the monthly stipend paid at the cost of tuition per student for a year, using a coefficient of 0.75.

The amount of the monthly stipend included in the cost of tuition for the academic year on a fee-for-service basis is not recalculated or refunded, regardless of the rating of student attendance (AV 1339-2 dated 13.02.2008) Paragraph in the edition of the Resolution of the Ministry of Education and Science of the Republic of Uzbekistan (see previous edition)

In the current academic semester in the higher education institution in the event of a decrease in their rating at the end of the last academic semester and a decrease in the value of the weighted coefficient of the average calculation provided for in the cost of training in the current academic semester the accumulated, monthly stipend is credited to the student's tuition for the next semester;

Final re-calculation for graduate students for the last semester is done after the student graduates. In this case, the difference in overpaid funds under the contract, as well as the amount of the scholarship for the summer months (July, August) after the issuance of the order of termination of the student by the Higher Education Institution in accordance with the training contract , returned to the customer (legal entity) or student (individual);

If the higher education institution has not recalculated the cost of tuition for students studying on a paid-contract basis for the 2002-2003 academic year, their rating will be reduced at the end of the last academic semester. and accumulated in the Higher Education Institution for the previous academic semesters, provided that the value of the stratified coefficient of the average calculation provided for in the cost of training is reduced from 1.0 to 0.75 or 0.5, per month to The difference in the amount of the scholarship will be recorded at the expense of the student's tuition for the next academic semester;

For the difference of overpaid funds under the contract for students of graduate courses, who did not make a final recalculation on graduation in the 2002-2003 academic year, as well as for the summer months (July, August) the amount of scholarships is reimbursed by the Higher Education Institution to the customer (legal entity) or the student (individual) according to the order of graduation of the student in accordance with the contract of training.

The amount of the scholarship for July and August for graduate students of higher education institutions studying on a fee-for-service basis for the last academic year (in installments - for the last semester) will be deducted from the payment made. In this case, the amount of the excluded scholarship is determined on the basis of the basic amount of the scholarship, applying a coefficient of 0.75 for the last set amount of tuition fees in higher education institutions on a fee-for-service basis. 18. According to the results of the academic semester from the 2003-2004 academic year, the student's rating increased and the average calculated value of the stratified coefficient in the teaching value increased from 0.75 to 1.0. In case of increase, the difference in the amount of the monthly stipend will be made at the expense of savings in the stipend fund and the total cost of the budget on a paid contract basis.

19. Deductions from student scholarships are not allowed. The Higher Education Scholarship Commission is responsible for overseeing the proper appointment and payment of scholarships to students.

20. Persons guilty of violating the requirements of this Instruction shall be liable in the manner prescribed by law.
